Aavalanche hits Karimabad and Altit, fog and icy winds engulfed area for half an hour

HUNZA,Karimabad, Feb.25: A huge avalanche sliding from Ultar peak hit Karimabad and Altit village at 9:00 A.M, engulfed area for half an hour.

According to the details, suddenly fog and icy wind appeared above Baltit Fort soon cover major portion of Karimabad and Altit. Consequently, the area on both side of Ultar Nalah or Harchi indigenously called received light snow fall. Nevertheless, no loss of property or life has been reported.
According to local myth, breaking of ice from high rise glaciers begets good future and hinder evil forces like poverty and diseases.

Natural calamities are not new to the people of Giligit-Baltistan; most of whom have had suffered a lot due to either criminal negligence of those on helms of power, lack of disaster prevention measures or overlooking of the phenomenon where that certain strata of population took with ease.The recent horrible land slide tragedy that slid down a major portion of Attaabad and Sarat villages and turned settlements into rubble with in few moments. The massive land slide calamity claimed many precious lives, most of them of Sarat , a more safer village than Attaabad recommended by FOCUS, leaving trapped under rubble, many critically injured. Besides human loss, property damage was unimaginable that reminded us the havoc of high magnitude earth quack of October, 2005 in Azad Jamu and Kashmir. Keeping the geographical features of the region in general and the slide affected area in particular where seismic or volcanic activity is active,geological experts of Survey of Pakistan and FOCUS in their respective reports warned the population of expected danger declaring the area red zone and suggested to leave at their earliest. Some of the dwellers with sound economic status managed to leave their home town while rest failed to do as it seemed hard to cut off the organic links with a land where they grew up. Unfortunately, neither public representatives nor civil administration and not any NGO voiced over the issue to make in time arragments of rehabilitation and the voice of masses failed to fell on deaf years of the authorities to avaid such a tragedy. Much more has been said and written on the disaster and meaningless to revisit the details of panic observed on site. Government, NGOs, regional civil administrations, intelligentsia, civil society members, electronic and print media and finally last not least bloggers playing remarkable role to highlight issues and kept viewers updated every moment.
Government managed to arrange helicopter service with the support of Disaster Management Authority under the directions of federal government to shift commuters stranded at Aliabad and Gulmit due pto prolong blockade of Hunza river and Karakorum High Way, the only land route access of Gojal, upper Hunza and central. Government officials claimed that process of rehabilitation of affectees was in final stage and expected to be materialized with in a month which is a good sign in the attitude of bureaucracy with feudal mindset. Sufficient relief goods have been contributed by philanthropist individuals, organizations and government and categorically available in case of emergency. The relief package for Inter Displaced People (IDPs) is effectively organized under the supervision of Deputy and Assistant Commissioner and was renewable on Febraury 17 for a specific period that contains daily essentials and edible items. There are some reports of resentment shown by IDPs over delay in rehabilitation process that emerged due to exaggerated claims of slide hit affectees on their possessions especially that of Sarat village. Helicopters continued to supply essentials on Wednesday in compliance with the pledges of Chief Minister to provide all possible support to all affectees of land slide. Besides re-opening of Pak-Chinese border to facilitate population of Shishkat, Ayeenabad, Gulmit and other cut off far flung valleys of Gojal,upper Hunza government officials are planning to extend boat service to Gulmit for the main bridge that link Shishkat and Gulmit on Hunza River is about
to sink in blocked water.
According to available data, majority of Ayeenabad including twelve houses and lowere areas of Shishkat settlement have been submerged completely. Rising water level on naturally formed lake rose to 170 feet and stretched to about fifteen kilometers long leaving 10 houses submerged in Shishkat village and rest at low altitude have been evacuated. On the other hand, both political and civil administration of Gilgit Baltistan is doing according to its capacity. Officials and workers of Frontier Works Organization (FWO) and Northern Areas Power and Works Department (PWD) are delivering their best to make breach in gigantic debris surrounded by sheered mountain rocks with anxiety in red zone as the area has had volcanic activity that created visible cracks in rocks. According to an PWD engineer, there is no chance of sudden outburst of lake water for the stony debris is stretched at fifty degree against the prolong blocked water on river. The engineer further says that it will take at least three months to make a breach to release water systematically. Chief Minister Mehdi Shah accompanied with Wazir Baig Speaker of house and other officials has vowed to extend every possible support to the affectees in the critical times saying such disasters are test of endurance of nations adding the disaster has had direct impact on Gilgit Baltistan region too. The presence of public representatives serves to appease feeling of deprivation among the masses emerged following suspension of chopper services due to bad climatic conditions.
Regional government has managed the issue effectively by ensuring boat service as an alternative. We through this medium would like to urge both the political and civil administration to keep in touch with the affectees to address their genuine needs by eliminating communication gulf that emerge at a sudden unexpectedly. We would also request political parties, members of civil society and intelligentsia to come forward and keep their difference aside to join hands in hand to bring the affectees out of troubles. We hope, the nation will be able to come out of menace with better strategy and planning.

LBP and PYF organizes protest demonstration against killing of protestors; registration of FIR against offenders demanded

ISLAMABAD, Feb.21: Labour Party Pakistan and Progressive Youth Front, jointly organized a protest demonstration in front of Islamabad national press club to voice against the incident took place in Chillas of Diamer District. According to details, hundreds of students assembled at Islambabad press club to record protest of killings of unarmed protesters on pretext of attack on PWD office on Thursday.

Holding play cards, and banners, protectors chanted slogans against the state brutality and killing of victim of Diamar Bhasha Dam of Chilas during a peaceful demonstration Feb 18 by local police. Speakers like Baba Jan, Chief Organizer, Progressive Youth Front, Hunza Chapter and General secretary,Labour Party Pakistan Nisar Shah Advocate on the occasion during their speechs paid due tribute to those all lost their lives in the interest of the region.They condemned government for using state machinery and state brutality against the public.The killing incident resulted following peaceful and unarmed demonstration against Diamar Bhasha Dam at Chillas on February 18 by local police. The demonstrators also chanted slogens: zalmo jawab do khoon ka hisab dow and demanding inquiry into incident . They also demanded registration of FIR against the murderers of victims, press release read. It is pertinent to tell our readers that the killing incident of public resulted into turmoil and sever agitation and ultimately blocked of Karakorum High way for many hours in Chilas limits.

Military takes over in Chilas;situation normalizes gradually

CHILAS, Feb. 20: Military has formal taken control of the Chilas city to avoid any mishap. According to media reports, the civil administration has immediately deployed troops in the city following a carnage to control the tense situation. According to home secretary Gilgit-Baltistan, Usman Yunus the situation in the city is becoming normal. Chief Minister Mehdi Shah has suspended Deputy Commissioner Diamer, Assistant Commissioner Chilas, Superabundant Police and Tehsildar for inefficiency and on demand of the protesters. Mr. Shah has appealed people to cooperate to prevail peace. The land link between Chilas and Gilgit was suspended following the protesters blocked Karakorum High Way against the killings of three people on Thursday.

HUNZA, Attaabad, Feb. 17: The boat service that was inaugurated by Syed Mehdi Shah, Chief Minister Gilgit Baltistan and Wazir Baig, Speaker GBLA along home secretary on Sunday is proving troublesome for travelers. According to details, the boat service started its operations recently has added troubles for the travelers due to leakage of water into substandard boats and life jackets being used as prevention measures. On the other hand, blowing downstream icy winds have added to the difficulties of the travelers. Children and Females stranded on both sides of blocked water are still waiting for arrangements to reach their destinations. Regional government and Civil administrtion of Gilgit Baltistan has sought boats with the help of NDMA to facilitate commuters to replace chopper service that already suspended due to bad climatic conditions. According to a FOCUS official, who on the conditions of anonymity said, the boats may prove vulnerable due to little relevance to the ecological circumstances adding special boats are required that could bear winds and have least possibility of overturning into water while traveling.

Frontier Work Organization (FWO), Northern Areas Power and Works Department (NAPWD), Focus Humanitarian Organization, Civil and political administration and local volunteer organizations are doing their most to release blocked water and to clear Karakorum High Way, with the available machinery, simultaneously. Nevertheless, little arrangements are made for officials and workers working on the side as disaster prevention measures for the sheered rocks on both sides can bring devastation.

HUNZA, Attaaba, Feb.15: Finally, the boat service was replaced by helicopter service to facilitate commuters stranded for more than a week on both ends-at Aliabad and Gulmit valley. National Disaster Management Authority (NDMA) operated from the day third of calamity and blockade of water on Hunza River and Karakorum High Way (KKH) to shift people from Upper (Gojal) to central Hunza one hand and essentials of life on the other. Taking opportunity of a comfortable service, many indiduals misused the facility by traveling many times without reasons. Consequently, after getting certian proof such tendencies, NDMA imposed strict checking that led to some unpleasant incidents and in response authorities allowed only a single helicopter for airlift operations. Later on, bad climatic conditions caused suspension of helicopter services for more than a week thus strading hundreds of people in Aliabad and GUlmit in a hope to reach their homes, earnestly. NDMA,with the efforts of civil administration and regional government, suceeded to create an alternative in terms of boat service to facilitate shifting of people from both ends. About ten special boats were sought which reached on Sunday's early morning. Local volunteers, boyscouts, members of civil society, NGOs, Northern Areas Public Works Department and Frontier Works Organiztion joined shoulders to shoulders to make the hard task possible. FWO and PWD officials and workers pawed a jeepable road to western end of artificial lake. Such unprecendented examples are hardly seen when people forget themselves and work for the cause of others. The boats were first taken to bank and droped into lake after being assembled. Chief Minister, Syed Mehdi Shah, Wazir Baig speaker Gilgit-Baltistan Legislative Assembly, Home Secretary Usman Yunus, Zafar Waqar Taj, Deputy Commissioner Hunza-Nager, Force Commander and other officials visited the disaster site to innaugurate boat service. Talking to the public Syed Mehdi Shah, Chief Minister Gilgit-Baltistan said that the negative impact of land slide and water blockade would not only on Hunza but on the whole Gilgit-Baltistan. He placed emphasis on intelligentia and geological experts to share their knowledge to coper the disaster effectively. Wazir Baig, during the occasion claimed that government was doing more than any government in past adding traditional opposition brings nothing but hatred. He called on people to help their brothers to get them out of trouble. He rejected allegations of other parties for being apathetic saying government realizes the problems faced by the affectees of Ayeenabad and Shiskat village and vowed to provide them every possible relief to address their legitimate demands accordint to the situation.

HUNZA, NAGAR, Feb.14:(Shamsuddin Muhammad) Hunza-Nagar like other districts of Gilgit-Baltistan has come under the grip of chilling cold following snow fall for last two weeks paralyzing life of both commercial life and common masses. According to media reports,valleys of Hunza-Nagar, Gilgit, Ghizer, Diamer, Astore,Skardu and Ghanche district are in severe cold weather after snow fall affecting almost every wake of life in the region. The bad climatic conditions have resulted into suspension of flights between Islamabad to Gilgit and Skardu to Islamabad that created troulbles for travellers on either side.On the other hand, icy cold winds have affected airlift operations in Hunza.Due to suspension of chopper service, hundreds of masses stranded on both sides. Nevertheless, through concrete effoerts of regional government, NDMA and civil and political administration, the helicopter service has been replaced with boat service as an alternative to the new challenge.

ISLAMABAD, Feburaury 12: Government is playing with the sentiments of the inter displaced persons (IDPs) affected by massive land slide on January 04, 2010 that blocked Hunza River and Karakorum High Way.These views were expressed by Mir Ghazanfar Ali Khan, former Chief Executive Gilgit-Baltistan Legislative Assembly and Prince Sheharyar Khan, who contested last poles on the ticket of Pakistan Muslim League (N) for LA-6 during a meeting with party chief Mian Nawaz Sharif here in Islamabad. Mr. Ghazanfar briefed Nawaz Shari about the prevailing situation in the calamity hit area. He said that federal government is taking the disaster with ease, manuplating the masses by distributing mere floor bags in the name of relief package. He criticised local administeration for delaying rehibilitation of Attaabad affectees adding no concrete steps were taken to ensure proper relocation." Attaabad and Sarat valley have been completely destroyed and government should realize the dire situation and take steps to rehibilitate them at its earliest," he added.He said that relief packages were meaningless with out rehibilitation to reduce feeling of deprivation among the masses.

Crackdown continue for the arrest of miscreants in the valley;dozens were already detained on charges of creating law and order situation

KHAPLU,SKARDU, Feb.04: (Jafar Ali) The crack down for the arrest of miscreants and those involved in attack on Khapulo Headquarter Police station was continue. Many have been reportedly arrested on charge of creating law and order situation in the town. According to details, about 70 people have been arrested followed by sporadic skirmishes started in various parts between two rival groups on last Friday due to tearing of political posters and banners in the town.

A mob later attacked police station of Khaplu, the headquarters of the Ghanche district, pelted it with stones to get release of the two arrested persons by police few hours ahead. Superintendent of Police Syed Ahmed Shah in compliance with the directions received from Waqar Ahmad, Assistant Commissioner Ghanche started raids with special police party to detained all involved in the incident. Talking to media persons, Syed Ahmed Shah said that the crack down will continue till the arrest of last person involved in creating law and order situation. An FIR had been registered against those who were involved in damage to public property, Voice of Hunza reported.

Govt should provide chopper service for goods forwarding between Sost and Gilgit city: Javed Hasan

GILGIT, Feb.03: (Shamsuddin Muhammad) Javed Hasan Khan, president Chamber of Commerce and Industry, Gilgit-Baltistan has called upon government of Pakistan to facilitate trade community by providing helicopter service to shift trade goods dumped in Sost, Upper Hunza. Addressing a press conference, he said that goods of more than 4billion worth was dumped at Sost, Gojal causing great financial burden and loss for traders. He demanded of government to provide M.I. 17 helicopter service to facilitate shifting of goods to destination. He also demanded of government to write off loans to compensate loss faced by traders community following the blocked of Karakorum High Way. He claimed that the pace of work to clear KKH and release of water from lake is extremely slow adding a detailed complaint letter has been sent to Prime Minister Syed Yousuf Raza Gilani. Huge gold reserves found in Yasin village

YASIN, Feb.01: A huge reserve of gold have been discovered at the Qhorqholti village of Yasen, the former capital of the ancient Brushal state, which is situated at a distance of about 10 km from the tehsil headquarters, it has been learnt here.As a result, national and international firms and companies have swung into action to put their hands on the natural wealth buried at the village. In the fore front of the companies searching for the gold reserves are Chinese and a dozen are Chinese firms are said to be arriving in the area to cash in on the situation.

According to the foreign experts, the area has vast reserves of gold, copper, iron, sulphur etc and their exploitation can bring a revolution not only in the region but also in the whole country.There are a number of Pakistan and other companies who are planning to get lease of the minerals in the areas. However, the mineral development department of Gilgit-Baltistan has not yet taken any initiative to start work on the project.It is also being reported that there have sound of been numerous underground blasts in the mineral rich village of Qhorqholti and the experts say that these sounds of blast are a result of clash between high quality sulphur. The residents say that if a reputed national or international firm is allowed to work on the exploitation of the mineral, the destiny of the region can be changed overnight.However, the people say that Gilgfit-Baltistan is a disputed area and without the agreement of the local people no outsider company can be given permission to work on the project in the region. Earlier, people of Gandaye area in Yasen started protest against a Chinese company when it was given lease of mineral exploitation.It has also been learnt that the government of Pakistan is planning to lease out the reserve by keeping the local people in the dark. However, the residents not only rejected the government's plan but also warned it of dire consequences. They also called upon the international community to put pressure on Pakistan not to exploit the resources of the disputed region without taking its people into confidence, Weekly Baang reports.

Nationalist parties blams regional and federal government for negligance

ISLAMABAD: ( Shamsuddin Muhammad) Nationalist parties has once again blamed regional and federal government for lack of interest in the issue despite warnings given by FOCUS and Geological Survey of Pakistan and other media reports to evacuate and relocate population on both side of artificially formed lake following the land slide in first week of new year. Talking to Voice of Hunza, returning from Faisalabad Workers Annual Convention, Baba Jan, Chief Organizer Progressive Youth, Hunza-Nagar chapter blamed ruling government of negligence in work of release of water saying slow pace of work may bring another tragedy. He said that many people in far flung valleys are getting out of basic essentials of life." Any loss of life or property would be considered as blunder of on part of ruling government," he added.
He has demanded of both federal and regional government to make efforts to rehabilitate the affected population along the river on two sides to save further lives in danger, expedite work to release rising water through breach in blockade and clearance of KKH in collaboration with Chinese engineers, Voice of Hunza reports.

1.52 million cases pending in courts countrywide

ISLAMABAD, Jan.01: As many as 1.52 million cases were pending in the country’s courts until January 15, 2010, a number that could swell due to a shortage of judges in both the superior and subordinate judiciaries.After the imposition of the National Judicial Policy (NJP) on June 1, 2009, the Supreme Court has been able to reduce its backlog of cases from 19,055 to 18,312, until January 15 this year.The National Judicial (Policy Making) Committee, headed by Chief Justice Iftikhar Muhammad Chaudhry, implemented the NJP on June 1, 2009 to tackle the increasing backlog of cases in the country’s courts and dispensation of speedy justice to the litigants.According to statistics, at the time the policy was announced, 19,055 cases were pending in the Supreme Court, 2,092 at the Federal Shariat Court, 84,704 at the Lahore High Court, 18,571 at the Sindh High Court, 10,363 at the Peshawar High Court and 4,160 at the Balochistan High Court.Whereas, on January 15, 2010 – seven and a half months after the policy was announced – 18,312 cases were pending at the Supreme Court, 1,680 at the Federal Shariat Court, 110,110 at the Lahore High Court, 29,414 at the Sindh High Court, 14,522 at the Peshawar High Court and 4,893 at the Balochistan High Court. At the time the NJP was enforced, 1,225,879 cases were pending in the subordinate judiciary in Punjab, 144,942 in Sindh, 187,441 in NWFP and 7,664 in Balochistan. However, on January 15, 2010, the number of pending cases in Punjab’s subordinate judiciary was 1,092,669, 115,994 in Sindh, 128,102 in NWFP and 6,322 in Balochistan.When the policy was enforced, it was announced that all fresh and pending cases in the Supreme Court and the high courts would be decided within a year and those in Balochistan within six months.Courtesy: Daily Times

Volunteering and public welfare centered attitudes are among the major attributes and hallmarks of evolving civil society structure in Gilgit-Baltistan.A general overview of data available from different sources elucidates that about 65 percent out of the total population give their time and knowledge to the individual or integrated humanitarian organizations in need.Of those volunteering their time, despite acute financial obstacles, about 4o percent reportedly give time to religious based, 20% Non Governmental Organizations(NGOs) working for poverty reduction and woman empowerment and Community Support Organizations (CSOs),about 10% to educational institutions with high esteem volunteering as inherited virtue. Volunteering has been an impulse infused by religious and social obligation of helping poor and oppressed. Following fall of colonialism, philanthropists like Aga Khan third and later fourth established charities in the health and education sector to uplift standard of living of masses regardless of creed, colour, origin and affiliation to faith. With the passage of time, the maturity in mental level of individuals in society drew on historical traditions of providing relief to the victim communities in hard times from the platform of Community Support Organizations, though least accountable and lack of internal democratic attitude has had rendered an invaluable services to humanity during last more than sixty years. The term civil society is bit new in Gilgit-Baltistan,though already existed in terms of both formal and informal volunteer organizations and arbitration committees on town and village level and non profit based educational centrals in past. Yet, on state level, the term is meant varies for different segments of the society.In contemporary era, developed discourse, discussions and journalistic writing structures unify many elements under the scope of the emerging term-Civil Society.....Continue
